This is to maintain new user and set the access right according to their user type.

Apart from the subscriber, there are another two types of user.

Payroll User: User that handling payroll and have access right to enter payroll setting.

Employee user: User that login to employee portal for E-leave, E-Claim and to get their Payroll documents (i.e. Payslip and EA Form)
